台鐵20日微調60列車時刻 13班截短、停駛
為提升行車安全，台鐵將在20日調整班次，台鐵今天發布新聞稿表示，這次截短或停駛的列車共13班，連帶影響其他47班次微調行車時刻和改點，總計共60班次受到影響。
台鐵局表示，為提升行車安全，維持足夠夜間養護時間帶進行路線養護，自20日起將進行時刻微調，截短或停駛對號列車6班次及區間車7班次，達成七堵－樹林間、關山－山里間可維持4.5小時，其餘路段維持5小時之夜間養護時間，另每日並可節省司機員及車長共6名。
根據台鐵規劃，本次時刻微調共計調整60列次，影響5分鐘以上班次計12列次。
台鐵也提出轉乘方式，包括156次自強號旅客可至嘉義站轉乘3272次區間車續往彰化，另外，欲搭乘3785次及3788次區間車的高鐵旅客可以改乘高鐵快捷公車H31、H62至台南地區。
深澳政治風暴 環團：政院溝通不足
【台灣醒報記者鄭羿菲台北報導】「深澳煤電案凸顯政府橫向溝通嚴重失能。」綠色和平組織專案主任蔡佩芸21日表示，審議環差案當天，經濟部、台電代表面對環評委員的提問，卻無法說清楚能源配比、空氣污染與備用容量率等問題。環保署副署長詹順貴嘆道，「經濟部與台電至今的態度仍是『能閃則閃』，應說清楚才能讓人民相信整體2025年的能源政策規劃，我無法理解為何至今不說明？」
深澳煤電通過「環境影響差異」案讓社會各界指責環保署把關不力，並逐漸延燒成對民進黨政府空污、能源政策的不信任，環團心中也累積許多疑問，蔡佩芸21日在《蔻蔻早餐》當面向詹順貴提問，「從蔡政府的2025年能源配比，燃煤從現有45％降到30％，但深澳在2025年一旦運轉，煤電佔比就超過30％，環保署不能以此質問深澳案的合理性嗎？」
蔡佩芸指出，14日審議環差案當天，經濟部能源局、台電都有代表在場，但他們的態度讓人感到「有恃無恐」，都沒說明委員們的質問，如少了深澳煤電整體能源備用容量率會少多少、能否把興建深澳煤電的1000億元投入綠能或燃氣發電，以達成這160萬千瓦的發電量，她認為，不只這1000億元是人民的納稅錢，運轉後的空污又得人民承受，經濟部在深澳案脫不了干係。
「少了深澳煤電，備用容量率只會少0.1％，也就是2025年的備用容量率為14.9％，只比法定的15％差一點點，但經濟部一直沒說清楚開發深澳煤電的必要性。」詹順貴說，環團所提出的疑問都是能源政策的「上位」問題，環保署無法帶入「個案」說明，能夠說清楚的就是經濟部、台電，但兩者的態度都是「能閃則閃」，至今無法對外交代清楚。
詹順貴嘆道，他身為環保署副署長握有公權力便需要依照法律給予的框架「依法行政」，環差案中他能做的只有新舊案的比較，若新案造成的空氣污染、對生態造成的影響都比12年前環評通過時預估的低，「我也只能投下贊成票。」
「看起來是經濟部與環保署之間溝通有問題，但閣員們應該想辦法提出建議讓行政院處理，不能只是把問題丟出來，或呼籲經濟部說明，不是嗎？」主持人周玉蔻追問。詹順貴說，整合跨部會不同意見當然需要行政院介入，他至少把問題清楚地揭開了，也期待後續會有人出來盤整問題，他因深澳案「在內、在外都得罪了一票人」，但他概括承受道德責任。
「從深澳岸就能看到政府『橫向溝通失能』，民眾看到的是環保署跟經濟部喊話，但卻沒有解決的方法。」蔡佩芸認為，環團對環保署及詹副署長其實有更高的期待，當看到開發案有不合理之處時，環保署應該帶頭質疑，務必要讓經濟部說清楚正當性。
