為丟床墊嗆鄰居男子遭槍殺影片公開

美國日前發生一起槍殺案，一名男子因為床墊丟棄問題，與鄰居一言不合起了爭執，沒想到在雙方嗆聲中，男子因挑釁了一句「開槍啊」，直接激怒鄰居，最後當場遭「連開4槍」斃命，這名男子的老婆也當場錄下了雙方爭執、開槍的恐怖過程。

雖然博可絲向對方表示「你們不能就這樣開槍」，但就在霍華德嗆「有種開槍射我啊」，隨即4聲槍響，畫面一轉，霍華德已倒臥在地，當場死亡。

事後，米勒父子遭到當地警方逮捕，而霍華德遭槍殺的錄影也在21日曝光，博可絲傷心的表示「要讓米勒父子被關一輩子」，而目前涉嫌殺人的米勒父子以2.5萬美元（約新台幣75萬元）交保，案件仍在持續調查當中。

軍人年改拍板起支俸率55+2%

【台灣醒報記者譚有勝台北報導】行政院12日拍版軍人年改！爭議最多的起支俸率從50%改為55%，且每增加1年還要再增加2%（55+2%），最低金額保障則訂為38990元。行政院政務委員林萬億表示，新制通過後能夠照顧到中低階軍官，有利推動募兵制，且新制服役年資越長，俸率越高，能夠鼓勵現役人員長留久用。

行政院12日通過軍改方案，爭議最多的起支俸率以服役滿20年，最終定案55%，每增加1年再增加2%（55+2），且依服役實際年資計，軍官不得超過90%，士官不得超過95%。至於最低保障金額的樓地版，軍官中最低級別的少尉則訂為3萬8990元。

「年金改革行政院都遵照總統指示，採單獨專案處理。」行政院發言人徐國勇表示，年金改革嚴謹考量國軍服役特性，並且在「長留、久用」、從優照顧國軍權益的基礎上，參酌先進國家軍人退撫制度及我國國情，兼顧與公教人員衡平，使軍職人員退撫制度更為合理健全。

行政院政務委員林萬億表示，新制通過後，有5成2領月退俸的軍人不會受到新制影響，包含原本退休俸率在55％之下、以及月退俸在38990元以下的多數士官。退輔會副主委呂嘉凱則補充，士官部分有5050人、校官有49029人、將官有2233人，共56312人不受影響。

林萬億強調，軍人年改要照顧到中低階軍官，最低保障的部分，以早前服役20年的少校起支俸率50%為例，改革前為50%，但改革後起支俸率為55%，每年還要再增加2%，樓地板則從32160改為38990元，顯然新制月領俸金還是比較優渥的。

至於18%優惠存款利率退場機制部分，原月退俸高於退撫新制的差額分10年調降，優存本金則於公布施行後第11年全額歸還。退輔會強調，新制年改方案有利募兵制推動，且新制服役年資越長，俸率越高，能夠鼓勵現役人員長留久用。
