阿里山林鐵歡慶106歲與斯洛伐克林鐵締結姊妹

阿里山林業鐵路今天（5日）歡慶106歲生日，在林鐵車庫園區內有一列慶祝活動，同時並與中歐斯洛伐克的「切尼赫榮林業鐵路」簽署合作備忘錄，正式締結為姊妹鐵路，這也是阿里山林鐵與外國締結的第九條姊妹鐵路。（龐清廉報導）許多民眾都曾經在網路上看過一段影片，影片中有一列蒸汽火車在眾目睽睽之下穿越足球場，球場還有比賽在進行的畫面，讓人印象深刻。而這條鐵路就是斯洛伐克切尼赫榮林業鐵路(Čierny Hron Forestry Railway)。在歡慶阿里山林業鐵路營運滿106週年的特別日子裡，斯洛伐克切尼赫榮林業鐵路主席Bilek專程前來台灣，與林務局林華慶局長簽署合作備忘錄，二條鐵路締結為姊妹鐵路，這是繼日本、瑞士、印度及英國之後，阿里山林鐵與國外締結姊妹的第9條鐵路。全力促成雙方合作交流的斯洛伐克駐台代表博塔文先生說，切尼赫榮林鐵與阿里山林鐵軌距相近，都是為了運送林木所建，現在也都轉型成為觀光遊憩火車，具有諸多相似的歷史及背景，加上2國人民都是和善好客，更加促使雙方締結姐妹鐵路及建立合作關係。這項鐵路合作協議，是今年斯洛伐克與我國所簽立的第三項協議，先前二項分別是網路與高校教育。未來，兩國將透過鐵道傳統技術及工法分享，融入生態保育、環境保護、產業等元素，讓彼此交流更加緊密。

健保卡結合手機APP 醫師出診更便利

【台灣醒報實習記者毛上仁台北報導】網路不通也能讀取健保卡，健保署開發感應式健保卡及APP，降低醫師出診的負擔。健保署中區業務組組長方志琳表示，為保障失能患者就醫，健保署從105年2月起推動居家醫療整合計畫，近日也推出感應式健保卡及APP，提升醫師出診便利性。

方志琳表示，過去醫師前往病患家中看診，除需攜帶簡易醫療器材外，還需準備讀卡機、筆記型電腦、備用電池等設備，若網路連線不易，將造成病患等候的困擾，健保署為了排除這些行政障礙，開發感應式健保卡及APP，醫護人員只要在手機安裝APP，即使網路不通也能讀取健保卡，大大減輕醫師出診的負擔。

「慢性病的長照是可以教育的。」長安診所醫師呂國樑表示，長期臥床的人可能會長褥瘡、生痰、尿路感染、排便不順等，若醫療團隊前往家中看診，便可教育病患的家屬或者外勞一些基礎的照護能力，預防併發症的發生。他也強調，預防併發症比疾病用藥還重要。

健保署署長李伯璋表示，健保署先規劃居家醫療設備輕量化，未來將推展到全國各分區業務組，並研議完善的醫療資訊整合系統，建立醫院與醫療所溝通平台，讓醫師能掌握完整的病人資訊，且希望更多地方診所能和醫院配合推動居家看護。
